Stray dogs case: Chief secretaries of states tender apology; SC to pronounce order on November 7

Chief secretaries of various states have offered an unconditional apology to the Supreme Court for failing to file responses on stray dog bite prevention measures. The court, taking suo motu cognizance, also permitted dog bite victims to participate in the hearing. Justices expressed intent to issue orders concerning government institutions supporting dogs on their premises.
